Course Overview

TLILIC0003 – Licence to Operate a Forklift Truck gives participants the practical skills and knowledge to safely operate a powered industrial forklift truck across a range of workplace environments including warehousing, logistics, manufacturing, construction, and resources. The course covers how to plan and prepare for forklift operations, assess the work area and operating surface, conduct pre-start and operational checks, manage loads safely, respond to unplanned situations, and carry out shutdown and securing procedures.
This unit applies to powered industrial forklift trucks with fork arms or attachments that can be raised 900mm or more above the ground. It does not cover pedestrian-operated trucks or pallet trucks.
Training is delivered by experienced industry trainers at our facility or on-site across Western Australia. On successful completion of training and assessment, participants can apply to WorkSafe WA for their High Risk Work Licence in the Forklift (LF) class.
Course Details
Certification
Participants who successfully complete all training and assessment requirements will be issued a Statement of Attainment for TLILIC0003 – Licence to Operate a Forklift Truck by Paratus Training (RTO 45274).
To obtain your High Risk Work Licence, you must submit your Statement of Attainment to WorkSafe WA along with a completed licence application. The Forklift (LF) licence is issued by WorkSafe WA, not by Paratus Training. Licence fees and application requirements are set by WorkSafe WA.
Paratus Training can submit your WorkSafe WA licence application on your behalf for an additional fee of $120. Ask us about this when you enrol.
Course Outline
WHS laws and licensing requirements for forklift operation in Western Australia
Planning the work — identifying task requirements, inspecting the site, and confirming work requirements
Assessing the work area operating surface for suitability
Determining forklift and attachment Working Load Limits (WLL) for the task
Identifying and reporting hazards and risk control measures
Traffic management requirements and communication procedures
Checking the forklift logbook and completing required records
Pre-start and operational checks — identifying, reporting, and responding to damage or defects
Setting up the forklift and attachments in line with the data plate and manufacturer requirements
Assessing weather and environmental conditions before and during operations
Checking weight and load positioning against data plate requirements
Picking up, transporting, lowering, and placing loads safely using all forklift movements
Monitoring load stability and avoiding hazards during operation
Responding to unplanned and unsafe situations
Parking, switching off, isolating, and securing the forklift after use
Prerequisites and Entry Requirements
There are no formal prerequisite units for this course.
All participants must:
Be 18 years of age or older
Hold a valid Unique Student Identifier (USI)
Provide valid proof of identity
Have sufficient Language, Literacy and Numeracy (LLN) skills to participate in training and assessment
Be physically able to perform the tasks required to operate a forklift truck
Bring a pen
Wear appropriate PPE: steel-capped boots, long pants, and a hi-vis long sleeve shirt. If you do not have a hi-vis shirt, Paratus Training can provide a hi-vis vest

Who needs this training?
New to industry
If your role requires you to operate a forklift truck and you don't yet hold a High Risk Work Licence for this class of plant, this course gives you the skills and knowledge required to operate safely and apply for your licence through WorkSafe WA.
Renewal due
High Risk Work Licences in WA are renewed every five years through WorkSafe WA. Renewal is an administrative process and does not require refresher training. However, many employers and principal contractors require a Verification of Competency (VOC) before allowing operators on site. Contact us to discuss VOC assessments for this unit.
