Operating a boom-type elevating work platform with a boom length of 11 metres or more requires a High Risk Work Licence. This course covers the skills and knowledge needed to safely plan, prepare for, operate, and shut down a boom-type EWP in line with WHS legislation and licensing requirements.

Course Overview

TLILIC0005 – Licence to Operate a Boom-type Elevating Work Platform (Boom Length 11 Metres or More) gives participants the practical skills and knowledge to safely operate boom-type EWPs across construction, resources, and maintenance environments. The course covers how to plan and prepare for EWP operation, assess ground and environmental conditions, conduct pre-start and operational checks, use all EWP movements correctly, and respond to unplanned or unsafe situations.
Training is delivered by experienced industry trainers and is available at our facility or on-site across Western Australia. On successful completion of training and assessment, participants can apply to WorkSafe WA for their High Risk Work Licence in the Boom-type EWP (WP) class. Note that completing this course does not automatically result in a licence — the licence is issued by WorkSafe WA following a satisfactory assessment outcome.

Certification
Participants who successfully complete all training and assessment requirements will be issued a Statement of Attainment for TLILIC0005 – Licence to Operate a Boom-type Elevating Work Platform (Boom Length 11 Metres or More) by Paratus Training (RTO 45274).
To obtain your High Risk Work Licence, you must submit your Statement of Attainment to WorkSafe WA along with a completed licence application. The Boom-type EWP (WP) licence is issued by WorkSafe WA, not by Paratus Training. Licence fees and application requirements are set by WorkSafe WA.
Paratus Training can submit your WorkSafe WA licence application on your behalf for an additional fee of $120. Ask us about this when you enrol.
Course Outline
WHS laws and licensing requirements for boom-type EWP operation in Western Australia
Planning the work — reviewing task requirements, site conditions, and work area assessment
Assessing ground and operating surfaces for suitability
Identifying EWP capabilities and confirming suitability for the task
Identifying and applying hazard and risk control measures
Traffic management requirements and communication procedures
Pre-start checks — inspecting safety equipment, PPE, and EWP components
Checking and completing the EWP logbook
Assessing weather and environmental conditions before and during operation
Positioning and stabilising the EWP for safe operation
Conducting base control and platform control checks
Identifying, reporting, and responding to damage or defects
Operating the EWP through all movements in line with safe work procedures
Responding to unplanned and unsafe situations
Post-operational checks, boom retraction, and shut-down procedures
Prerequisites and Entry Requirements
There are no formal prerequisite units for this course.
All participants must:
Be 18 years of age or older
Hold a valid Unique Student Identifier (USI)
Provide valid proof of identity
Have sufficient Language, Literacy and Numeracy (LLN) skills to participate in training and assessment
Be physically able to perform the tasks required to operate a boom-type EWP
Bring a pen
Wear appropriate PPE: steel-capped boots, long pants, and a hi-vis long sleeve shirt. If you do not have a hi-vis shirt, Paratus Training can provide a hi-vis vest

New to industry
If your role requires you to operate a boom-type EWP with a boom length of 11 metres or more and you don't yet hold a High Risk Work Licence for this class of plant, this course gives you the skills and knowledge required to operate safely and apply for your licence through WorkSafe WA.
Renewal due
High Risk Work Licences in WA are renewed every five years through WorkSafe WA. Renewal is an administrative process and does not require refresher training. However, many employers and principal contractors require a Verification of Competency (VOC) before allowing operators on site. Contact us to discuss VOC assessments for this unit.
