Scaffolding is a licensed high risk work activity required across construction, resources, and maintenance. This course covers the skills and knowledge needed to safely erect, alter, and dismantle scaffolding at the basic level, including modular scaffolds, bracket scaffolds, and associated scaffold equipment, in line with WHS legislation and licensing requirements.

Course Overview

CPCCLSF2001 – Licence to Erect, Alter and Dismantle Scaffolding Basic Level gives participants the practical skills and knowledge to safely perform basic scaffolding work in line with WHS legislation and industry requirements. The course covers how to plan a scaffolding task, select and inspect scaffold components and equipment, set up the work area, erect and dismantle scaffolding structures and associated equipment, and complete all required post-task checks, handover documentation, and scaffold tagging requirements.
This unit applies to scaffolding work where a platform height exceeds four metres and covers modular and pre-fabricated scaffolds, cantilevered materials hoists with a maximum working load of 500kg, ropes, gin wheels, safety nets and static lines, and bracket scaffolds (tank and formwork). Participants who go on to complete CPCCLSF3001 – Scaffolding Intermediate will be able to extend their licence to cover a broader range of scaffolding work.
Training is delivered by experienced industry trainers at our facility or on-site across Western Australia. On successful completion of training and assessment, participants can apply to WorkSafe WA for their High Risk Work Licence in the Scaffolding Basic (SB) class.

Certification
Participants who successfully complete all training and assessment requirements will be issued a Statement of Attainment for CPCCLSF2001 – Licence to Erect, Alter and Dismantle Scaffolding Basic Level by Paratus Training (RTO 45274).
To obtain your High Risk Work Licence, you must submit your Statement of Attainment to WorkSafe WA along with a completed licence application. The Scaffolding Basic (SB) licence is issued by WorkSafe WA, not by Paratus Training. Licence fees and application requirements are set by WorkSafe WA.
Paratus Training can submit your WorkSafe WA licence application on your behalf for an additional fee of $120. Ask us about this when you enrol.
Course Outline
WHS laws, regulations, and codes of practice for scaffolding work in Western Australia
Planning a scaffolding task — reviewing task instructions, scaffold plans, SWMSs, and manufacturer specifications
Identifying hazards and implementing appropriate risk controls and safety measures
Identifying and managing overhead power line risks
Assessing ground conditions and supporting surface suitability
Selecting and inspecting scaffold components, tools, and associated equipment
Identifying and tagging out unsafe or damaged equipment
Checking and using PPE and communication equipment
Setting up the work area — communicating the task plan, erection sequence, and risk controls
Scaffold duty classifications — light, medium, heavy, and special duty load capacities
Erecting and dismantling modular and pre-fabricated scaffolds including tied returns, hop-up brackets, ladder and stair access
Erecting and dismantling bracket scaffolds (tank and formwork)
Installing and dismantling safety nets and static lines
Setting up ropes, gin wheels, and cantilevered materials hoists
Completing scaffold tags and handover certificates
Post-task inspection, storing components, and removing risk controls
Prerequisites and Entry Requirements
There are no formal prerequisite units required for this course.
Participants who will be performing scaffolding work in a construction environment are required to hold a White Card (CPCWHS1001 – Prepare to Work Safely in the Construction Industry) prior to site access.
All participants must:
Be 18 years of age or older
Hold a valid Unique Student Identifier (USI)
Provide valid proof of identity
Have sufficient Language, Literacy and Numeracy (LLN) skills to participate in training and assessment
Be physically able to perform scaffolding tasks, including working at heights above four metres
Bring a pen
Wear appropriate PPE: steel-capped boots, long pants, and a hi-vis long sleeve shirt. If you do not have a hi-vis shirt, Paratus Training can provide a hi-vis vest

Who needs this training?
New to industry
If your role involves erecting, altering, or dismantling scaffolding at heights above four metres and you don't yet hold a Scaffolding Basic licence, this course gives you the skills and knowledge required to work safely and apply for your High Risk Work Licence through WorkSafe WA.
Renewal due
High Risk Work Licences in WA are renewed every five years through WorkSafe WA. Renewal is an administrative process and does not require refresher training. However, many employers and principal contractors require a Verification of Competency (VOC) before allowing operators on site. Contact us to discuss VOC assessments for this unit.
