Course Overview

TLILIC0003 – Licence to Operate a Forklift Truck is the nationally recognised unit required to apply for a WorkSafe WA High Risk Work Licence to operate a forklift. The course covers safe operating procedures, load handling and stability, pre-start checks, and how to assess hazards specific to the work site.


Participants learn to:

  • Carry out pre-operational checks and identify equipment faults

  • Calculate and manage load stability and capacity

  • Operate the forklift safely in a range of site conditions

  • Identify and respond to hazards, including pedestrians and other plant


Training is delivered by trainers with genuine industry experience, not just classroom theory. Sessions run at our Bayswater facility or on-site, with on-site delivery available across Perth, the Peel region, and regional WA — letting participants train in the actual environment where they'll be working.

Certification

Participants who successfully complete all training and assessment requirements will be issued a Statement of Attainment for TLILIC0003 – Licence to Operate a Forklift Truck by Paratus Training (RTO 45274).


To obtain your High Risk Work Licence, you must submit your Statement of Attainment to WorkSafe WA along with a completed licence application. The Forklift (LF) licence is issued by WorkSafe WA, not by Paratus Training. Licence fees and application requirements are set by WorkSafe WA.


Paratus Training can submit your WorkSafe WA licence application on your behalf for an additional fee of $120. Ask us about this when you enrol.

Course Outline

  • WHS laws and licensing requirements for forklift operation in Western Australia

  • Planning the work — identifying task requirements, inspecting the site, and confirming work requirements

  • Assessing the work area operating surface for suitability

  • Determining forklift and attachment Working Load Limits (WLL) for the task

  • Identifying and reporting hazards and risk control measures

  • Traffic management requirements and communication procedures

  • Checking the forklift logbook and completing required records

  • Pre-start and operational checks — identifying, reporting, and responding to damage or defects

  • Setting up the forklift and attachments in line with the data plate and manufacturer requirements

  • Assessing weather and environmental conditions before and during operations

  • Checking weight and load positioning against data plate requirements

  • Picking up, transporting, lowering, and placing loads safely using all forklift movements

  • Monitoring load stability and avoiding hazards during operation

  • Responding to unplanned and unsafe situations

  • Parking, switching off, isolating, and securing the forklift after use

Prerequisites and Entry Requirements

There are no formal prerequisite units for this course.


All participants must:

  • Be 18 years of age or older

  • Hold a valid Unique Student Identifier (USI)

  • Provide valid proof of identity

  • Have sufficient Language, Literacy and Numeracy (LLN) skills to participate in training and assessment

  • Be physically able to perform the tasks required to operate a forklift truck

  • Bring a pen

  • Wear appropriate PPE: steel-capped boots, long pants, and a hi-vis long sleeve shirt. If you do not have a hi-vis shirt, Paratus Training can provide a hi-vis vest

Construction Training Fund (CTF)

If you work in WA's building and construction industry, this course may be eligible for subsidised training support through the Construction Training Fund (CTF). Eligibility depends on the course and your employer's CTF registration — ask us at enrolment to check.

Nationally Recognised Training

This course is nationally recognised training, delivered under our registration as RTO #45274. On completion, you'll receive a Statement of Attainment recognised by employers and regulators across Australia, and verifiable through your USI account.

Who needs this training?

New to industry

If your role requires you to operate a forklift truck and you don't yet hold a High Risk Work Licence for this class of plant, this course gives you the skills and knowledge required to operate safely and apply for your licence through WorkSafe WA.

Renewal due

High Risk Work Licences in WA are renewed every five years through WorkSafe WA. Renewal is an administrative process and does not require refresher training. However, many employers and principal contractors require a Verification of Competency (VOC) before allowing operators on site. Contact us to discuss VOC assessments for this unit.
