The open-class slewing mobile crane licence is the highest slewing crane qualification available in Australia. This course covers the skills and knowledge needed to safely plan, set up, operate, and shut down a slewing mobile crane with a maximum rated capacity over 100 tonnes across major construction, infrastructure, mining, and heavy industry projects.

TLILIC0020 – Licence to Operate a Slewing Mobile Crane (Over 100 Tonnes) gives participants the advanced practical skills and knowledge to safely operate large-capacity slewing mobile cranes in some of Australia's most demanding lifting environments. The course covers formal lift planning, complex crane configuration including counterweight and fly jib setup, derated Working Load Limit calculations, pre-operational and operational checks, load transfer and landing procedures, and full shutdown and securing requirements.


A slewing mobile crane is a mobile crane incorporating a boom or jib that can be slewed (rotated). This course does not apply to front-end loaders, backhoes, excavators, or other earthmoving equipment when configured for crane operation. 


The CO licence is the highest slewing mobile crane class and covers the full scope of all lower classes — C1 (up to 100t), C6 (up to 60t), C2 (up to 20t), CN, and CV — within their respective capacity limits. There is no higher slewing mobile crane class. 


Training is delivered by experienced industry trainers at our facility or on-site across Western Australia. On successful completion of training and assessment, participants can apply to WorkSafe WA for their High Risk Work Licence in the Slewing Mobile Crane (CO) class.

Certification

Participants who successfully complete all training and assessment requirements will be issued a Statement of Attainment for TLILIC0020 – Licence to Operate a Slewing Mobile Crane (Over 100 Tonnes) by Paratus Training (RTO 45274).


To obtain your High Risk Work Licence, you must submit your Statement of Attainment to WorkSafe WA along with a completed licence application. The Slewing Mobile Crane (CO) licence is issued by WorkSafe WA, not by Paratus Training. Licence fees and application requirements are set by WorkSafe WA.


Paratus Training can submit your WorkSafe WA licence application on your behalf for an additional fee of $120. Ask us about this when you enrol.

Course Outline

  • WHS laws and licensing requirements for large-capacity slewing mobile crane operation in Western Australia

  • Formal lift planning — confirming task requirements, conducting site inspections, and developing lift plans with associated personnel

  • Confirming ground suitability and operating surface quality for crane setup

  • Establishing rated capacity (RC) and Working Load Limit (WLL) requirements for the load and task

  • Assessing and determining appropriate crane travel paths and load placement routes

  • Identifying hazards and applying risk elimination and control measures

  • Traffic management plan implementation and communication procedure testing

  • Pre-start checks — inspecting the crane and lifting gear, reporting and recording defects

  • Setting up the crane with lifting gear and stabilisers in line with the lift plan and load charts

  • Counterweight configuration in line with the lift plan and manufacturer requirements

  • Fly jib and luffing fly setup in accordance with specific manufacturer requirements

  • Checking and completing the crane logbook and confirming compliance

  • Assessing weather and environmental conditions and their impact on crane operations

  • Confirming load weight, suitable lifting points, and slinging techniques

  • Calculating derated WLL of lifting equipment based on selected slinging techniques

  • Confirming load destination stability and safe landing area

  • Conducting a test lift in accordance with dogging and safe work procedures

  • Positioning the boom, jib, and hook block over the load centre of gravity

  • Transferring loads using crane movements and tag lines in line with the lift plan

  • Monitoring load and crane movement constantly during operation

  • Lowering and landing loads safely

  • Disconnecting lifting gear and repositioning the crane for subsequent tasks

  • Inspecting and tagging defective lifting equipment after use

  • Removing and securing the fly jib and counterweights

  • Applying motion locks, brakes, and stowing outriggers and packing

  • Conducting shutdown checks and securing the crane against unauthorised access

Prerequisites and Entry Requirements

There are no formal prerequisite units listed for this course. However, due to the complexity, capacity, and risk profile of plant involved at this class level, participants are strongly recommended to hold a current C1 (up to 100 tonnes) High Risk Work Licence and to have substantial operating experience at that level before enrolling. A current Dogging (DG) High Risk Work Licence is also strongly recommended.

All participants must:

  • Be 18 years of age or older

  • Hold a valid Unique Student Identifier (USI)

  • Provide valid proof of identity

  • Have sufficient Language, Literacy and Numeracy (LLN) skills to participate in training and assessment, including a solid working knowledge of maths, load calculation formulas, and WLL deration calculations

  • Be physically able to perform the tasks required to operate a large-capacity slewing mobile crane

  • Bring a pen

  • Wear appropriate PPE: steel-capped boots, long pants, and a hi-vis long sleeve shirt. If you do not have a hi-vis shirt, Paratus Training can provide a hi-vis vest

Who needs this training?

New to industry

If your role requires you to operate a slewing mobile crane with a capacity over 100 tonnes and you don't yet hold a CO High Risk Work Licence, this course gives you the advanced skills and knowledge required to operate safely at the highest class level and apply for your licence through WorkSafe WA. The CO licence also covers the full scope of all lower slewing crane classes and CN and CV plant within respective capacity limits.

Renewal due

High Risk Work Licences in WA are renewed every five years through WorkSafe WA. Renewal is an administrative process and does not require refresher training. However, many employers and principal contractors require a Verification of Competency (VOC) before allowing operators on site. Contact us to discuss VOC assessments for this unit.
