Course Overview
TLILIC0023 – Licence to Operate a Slewing Mobile Crane (Up to 60 Tonnes) gives participants the practical skills and knowledge to safely operate a slewing mobile crane with a maximum rated capacity of up to 60 tonnes across construction, resources, and heavy industry environments. The course covers how to plan lifting operations, read and apply load charts, assess ground conditions, configure the crane for the task, transfer and mobile loads safely, and carry out shutdown and securing procedures.
A slewing mobile crane is a mobile crane incorporating a boom or jib that can be slewed (rotated). This course does not apply to front-end loaders, backhoes, excavators, or other earthmoving equipment when configured for crane operation. A C6 licence covers the full scope of the C2 class (up to 20 tonnes) and also covers non-slewing mobile cranes (CN) and vehicle loading cranes (CV) within the respective capacity limits, making it one of the most versatile crane licences available.
Participants looking to operate cranes above 60 tonnes can progress to TLILIC0021 (up to 100 tonnes) or TLILIC0020 (over 100 tonnes).
Training is delivered by experienced industry trainers at our facility or on-site across Western Australia. On successful completion of training and assessment, participants can apply to WorkSafe WA for their High Risk Work Licence in the Slewing Mobile Crane (C6) class.

Certification
Participants who successfully complete all training and assessment requirements will be issued a Statement of Attainment for TLILIC0023 – Licence to Operate a Slewing Mobile Crane (Up to 60 Tonnes) by Paratus Training (RTO 45274).
To obtain your High Risk Work Licence, you must submit your Statement of Attainment to WorkSafe WA along with a completed licence application. The Slewing Mobile Crane (C6) licence is issued by WorkSafe WA, not by Paratus Training. Licence fees and application requirements are set by WorkSafe WA.
Paratus Training can submit your WorkSafe WA licence application on your behalf for an additional fee of $120. Ask us about this when you enrol.
Course Outline
WHS laws and licensing requirements for slewing mobile crane operation in Western Australia
Planning the work — reviewing task requirements, work instructions, and site conditions
Identifying and managing hazards and risk controls including overhead powerlines, wind, erection risks, and crane stability
Traffic management and communication procedures — whistles, hand signals, and two-way radios
Conducting routine pre-operational checks on the crane and lifting gear
Checking and completing the crane logbook and recording faults or defects
Checking and testing crane safety devices, controls, and crane computer systems (where fitted)
Loading crane computer data and verifying it accurately reflects crane configuration
Assessing ground conditions and load requirements before setting up
Reading and applying load charts to confirm crane configuration and working load limits
Mathematical calculations for load estimation and measurement
Configuring and setting up the crane for the task in line with manufacturer requirements
Selecting, inspecting, and using lifting equipment and gear
Transferring loads — lifting, shifting, and placing loads within rated capacity
Mobiling loads — moving the crane with a load in accordance with safe work procedures
Monitoring lifting operations and responding to unplanned or unsafe situations
Shutting down, securing, and packing up the crane after use
Prerequisites and Entry Requirements
There are no formal prerequisite units listed for this course. However, participants are strongly recommended to hold a current Dogging (DG) High Risk Work Licence or a Statement of Attainment for CPCCLDG3001 – Licence to Perform Dogging prior to enrolment, as this knowledge is directly relevant to safe crane and lifting operations.
Participants with prior experience operating smaller crane classes will also be better prepared for this course. Please contact us before enrolling if you do not hold a dogging qualification.
All participants must:
Be 18 years of age or older
Hold a valid Unique Student Identifier (USI)
Provide valid proof of identity
Have sufficient Language, Literacy and Numeracy (LLN) skills to participate in training and assessment, including basic maths skills for load calculations
Be physically able to perform the tasks required to operate a slewing mobile crane
Bring a pen
Wear appropriate PPE: steel-capped boots, long pants, and a hi-vis long sleeve shirt. If you do not have a hi-vis shirt, Paratus Training can provide a hi-vis vest

New to industry
If your role requires you to operate a slewing mobile crane with a capacity between 21 and 60 tonnes and you don't yet hold a C6 High Risk Work Licence, this course gives you the skills and knowledge required to operate safely and apply for your licence through WorkSafe WA. The C6 also covers the full scope of the C2 class, making it a practical choice for operators who want broader coverage from a single licence.
Renewal due
High Risk Work Licences in WA are renewed every five years through WorkSafe WA. Renewal is an administrative process and does not require refresher training. However, many employers and principal contractors require a Verification of Competency (VOC) before allowing operators on site. Contact us to discuss VOC assessments for this unit.
